One building at a time?

The Associated Press has reported on efforts carried out by an Elementary School in Seattle (US) to disconnect themselves from the water and wastewater grid. From the water viewpoint, this is an example of decentralization within a heavily centralized entity, a.k.a. the city. However, the building is not totally independent from public water supply, which is still its source of drinking water, due to health regulations and concerns about re-using water that has been treated on-site.
